One of them has been a reasonably successful upscale home builder in the US for over 20 years.&lt;/P&gt;&lt;P&gt;They have a preferential position on the acquisition of some land in the Caribbean (DR). This is due to a multi year relationship with the landowner. Suffice to say, they could buy in to a piece of land at 20-30% less than current market value.&lt;/P&gt;&lt;P&gt;They are looking to develop and build a very high quality townhome and private villa community with a golf course. &lt;/P&gt;&lt;P&gt;Regardless, other than the relationship with the landowner, they have no money. One of them has worked for the last year or so (and probably spent $100K or so) putting together a master plan, meeting with 5-star architects, engineers, water treatment people, real estate sales and marketing companies, etc. &lt;/P&gt;&lt;P&gt;Total project expense is projected at $325-350 million.&lt;/P&gt;&lt;P&gt;Total project income is projected at $450 million.&lt;/P&gt;&lt;P&gt;I have seen the numbers, and agree with these estimates. &lt;/P&gt;&lt;P&gt;Problem is....they need about $30-40 million to get started. Infrastructure, excavation, etc.&lt;/P&gt;&lt;P&gt;Here's the debate....&lt;/P&gt;&lt;P&gt;* my opinion is that they are kidding themselves to think they can raise that type of money, with none of their own invested.&lt;/P&gt;&lt;P&gt;* they feel that since they have a complete presentation, including financial projections and a preferential position on the land, that they will be able to borrow the money from "somewhere". Either a bank loan "guaranteed" by a "backer", or from a "hard money" lender(s). Obviously, they are willing to repay the note inside of 4-5 years, with interest (10% ?)PLUS 30% of the net ($35 million?) to the backer. According to them, they have a "committment" from a NYC hedge fund to do the deal....but no meetings or money has materialized yet (it's been a month).&lt;/P&gt;&lt;P&gt;I say "BS". From the millions of newly scrapped tires that become available each year, two products consisting of crumb rubber and steel scrap will be produced and subsequently sold as feedstock to various manufacturers of a wide range of end products including both stand-alone products and products that require installation. According to &lt;U&gt;Scrap Tire News Online&lt;/U&gt; in February, 2003 over 270 million scrapped and discarded tires are available to be processed annually in the United States. In our more immediate geographical region, the Pennsylvania Department of Environmental Protection has indicated more than thirteen million tires are scrapped and available for processing each year in the Commonwealth of Pennsylvania alone. With this type of volume, it can be inferred that the business life expectancy of this proposed business will be indefinite.&lt;/P&gt;&lt;P align=justify&gt;The selected lease site north of Northern Cambria, Pennsylvania was previously used originally as the main complex of a mining operation by Greenwood Collieries, which was a subsidiary of Pennsylvania Mines Corporation, which itself is a subsidiary of PPL Utilities. The property to be leased to TVI includes buildings of more than 42,000 square feet located on slightly less than 11.50 acres, and while located in a secluded area, it is sufficiently close to major highway access. A description of the property and a map of the general area are shown in Exhibit "A". This proposed reuse of the property for development of a new crumb rubber recycling business represents a positive step for continued redevelopment of former industrial property within northern Cambria County&lt;/P&gt;&lt;P align=justify&gt;The operations of the business will be performed internally, although selected operations or services may be purchased from third parties as necessary. A summary processing flow sheet of the main parts of the proposed operations is attached as Exhibit "B". Arrangements have been discussed with a number of companies for the marketing and sale of crumb rubber and steel scrap, and as part of these discussions, TVI has received four letters of interest from crumb rubber purchasers to take selected quantities of crumb rubber products at a specified (market) price. This volume of crumb rubber effectively represents more than 125% of the forecasted production levels.&lt;/P&gt;&lt;P align=justify&gt;The business will consist of the importation of scrap tires for a tipping fee followed by the shredding, separation of metals and subsequent packaging for shipment of the crumb rubber. The steel scrap will similarly be collected and packaged for shipment to steel mill customers. These processes will require the use of rotary shear shredders and granulators for the recycled tires, screens and conveyors for the sizing of the product, and the use of magnets for the extraction of the scrap metal. &lt;/P&gt;&lt;P align=justify&gt;The annual business projection is attached as Exhibit "C" and assumes a very short period of start-up operations, after which annual crumb rubber production is expected to level off at more than&lt;FONT color=#ff0000&gt; &lt;/FONT&gt;17,000 tons of crumb rubber annually. The compitition is limited to two companies that control the entire market and by their own studies will not wish to convert to a newer technology. Their own study shows that this product will capture 80 percent of the market if it reaches it.&lt;/P&gt;&lt;P&gt;The problem I have is that I am an inventor, not a money finder. I don't move in those circles and don't know how to even start getting their attention. The deal screening would give us 15 mins. to present to a group of 10 other entrpreneurs and 8 members who are angels.  There is no charge to present at the deal screening.&lt;/P&gt;&lt;P&gt;If we pass the deal screening, we would be invited to present in front of the Forum, which would be approximately 15 guests and 40 angel members.  The fee to present at the Forum is $2500.&lt;/P&gt;&lt;P&gt;Is this common? I learned what I needed to learn to do as much R&amp;D as I could and I have worked it enough to prove that the idea/product can work. I've built a prototype and it proves my theory of how it could work. It's enough to show off and everyone will go, "Ah hah!" Well, i'm at the point where I don't have the $$ or expertise to go further with it. I'm writing up a business plan for it. I'm on draft 1 and plan on having several drafts before it's golden. If i want to go further with this idea, I will need $$ and some expertise in the area of the product.&lt;br&gt;&lt;br&gt;So my main question is, What are Angel investors interested in when someone presents them an idea? Lets say i send some random angel investor my business plan or executive summary, what do they want to see done with the idea? Do they wat to see it physically in real world? Are they fine with just ideas and a business plan? I want to do as much as I can and be in the best position i can be before i go shopping for investment money. The other principals and I have invested all of our profits for the past 3 years into the R&amp;amp;D of this new product.  Most of the R&amp;amp;D is complete and we already have beta customers but we are interested in raising money to expand market awareness.  We have already prepared detailed projections of headcount, revenues, operations and expenses in Excel as well as an investor presentation in Powerpoint, but it looks as if most of the VC's Web sites request a Business Plan doc upfront.  &lt;P&gt;Is sending a hard copy or Web submission of a business plan the best way to make initial contact with VC's? Or is it better to send the Powerpoint?  I am also wondering if it would be better to try to make an introductory call prior to submitting information so that my business plan doesn't go straight into the circular file.
